Sometimes I am surprised by the people saying " I am 100% confident". I think confidence is a trait which comes to a person based on his experience & knowledge. If I am correct there is no one in this world having 100% knowledge. There are so many detail things for even a small topic that is difficult for a person in one lifetime to grasp. As our knowledge level increases, progressively confidence increases like 50% to 60% to 80% to 90% to 99% and so on...
It should not be 100% otherwise there will not be any scope to increase our knowledge.. and most important thing if it will be 100% then next natural thing will be an infinitesimal increment to it, which we call as over-confidence. Over-confidence as we know is not a good quality of a person. So better to be less than 100% confidant.

No one have 100% confidence. How much you will increase your confidence the level of confidence will also increase. But it's not like the unreachable one. It is always a comparable to other one. As per me always trying to be more confident than other one who also have some extent level of confidence. If any one get satisfied by his own confidence then the developing process will stops right then.
The question is when we seems the confidence?
Actually whenever a problem arised and if at the same time if you can see the solution of the problem and you either in a position to overcome that or feels able to folow the sollution way, you have the confidence. Any problem arising with it's sollution....Mind it!
